Guidance notes for members who wish to comment or complain on Planning Applications relevant to Harborne.
Sometimes it can be difficult to find a precise term or description. These guidelines may prove useful to anyone wishing to respond to a planning application.
How to Object to a Planning Application
Examine the plans online on your own computer or at Harborne Library as soon as you can as there is only a limited time in which to comment. Physical copies of plans and documents are no longer provided and must be examined on screen.
Look at the relationship of the proposal to the property in which you have an interest both on plan and in elevation. If you feel that the proposals are unacceptable make the following notes:
The planning application number, this will be in the format 2014/12345/PA
The address of the application
The description of the proposal
Note the date by which comments must be received by the Council.
When writing to the Council Planning Department the following points may be relevant but do not use them unless they are:
The means of access is inadequate
The proposal would introduce an additional residential unit which would lead to reversing movements on the highway, becoming a source of obstruction/danger to other highway users
The proposal would adversely affect the amenities of occupiers of dwellings/premises in the vicinity by reason of nearness
The proposal would adversely affect the amenities of occupiers of dwellings/premises by reason of overlooking
The proposal is in conflict with the Supplementary Planning Guidance Policy “Places for Living” adopted by the Local Planning Authority as Supplementary Planning Guidance and included within the provisions of the Deposit Draft Unitary Development Plan (UDP) 2001 for Birmingham
The proposed development, by reason of its scale, mass and design, would adversely affect the visual amenity of the locality, contrary to the Birmingham UDP
The proposal would be out of character with, and detrimental to, the visual amenities of the area contrary to the Birmingham UDP
The applicant has failed to demonstrate how the development would be adequately accommodated on the site
There is insufficient allowance for car parking for the number of inhabitants or the use proposed
The proposed development would result in the loss of trees or other natural features which would be detrimental to the character/ambience/visual amenity of the area/environment
The proposed development would generate noise/disturbance/smell/pollution to the detriment of the environment (this reason could apply to cafes, restaurant and public houses)
The proposed change of use would constitute the loss of yet another retail unit within the area of the agreed Primary Retail Frontage area
The proposed use would be inappropriate in a residential area, contravening the Birmingham UDP land use provisions
Inadequate information has been submitted to properly assess the proposal
Any other reasons you can think of

All comments must be concerning relevant planning grounds – things such as the effect on the value of your property or the developer’s motives are not appropriate and will not be taken into account. When writing avoid over emotional language – facts are the only things which will affect a planning decision.
